Our tour guide said that this building was designed like this in order to get around what he called the "wedding cake rule." He said that all buildings in certain areas of the city must be built like a wedding cake, with smaller and smaller floors (like the Empire State Building) towards the top of the building. Instead of being tiered, this building is sloped from the top to the bottom…I guess you could call it a wedding cake rule loop hole.
